No, but I could see the fairness involved in requiring all smokers to wear sealed rebreathing masks that maintain a closed circulation of secondhand smoke.
True, such equipment might be bulky and uncomfortable for people who already find it too onerous to even walk a short distance to smoke outside, but the pleasure involved in getting an extra hit of smoke might outweigh the inconvenience of wearing the mask.
