The typical company ploy is to reduce the actual weight while making making the change as non-obvious as possible. If they really wanted to do a stealth shrink, they would either reduce the length or diameter with as little publicity as possible.
The new Toblerone tries to make the reduction as obvious as possible by putting out that bastardized, neutered fucking bar. The only thing they could have done more obvious was to make it a literal middle finger in a cardboard sleeve.
There are a ton of wonderful U.S. chocolates, but they are often regional.
