Have you noticed two of the top ten require a rudimentary command of Portuguese? Rio is the only place I have been where I could not order a beer in the local lingo.
No it doesn’t. It’s too effing hot! 
The only city on that list I’d been to is New Orleans. I liked it, but I wasn’t really there to party.
Oddly enough, I’ve never been to Tijuana either, even though I live about a 45-minute drive away. I was supposed to go for the first time this week, but I caught a nasty cold and had to stay in bed. C’est la vie.
As for Vegas, I don’t think I’ve been there as an adult. Never been to any of the others.

Maybe so, but what does that have to do with its party status?

Actually, I did tell folks and then they scheduled a Dopefest at a time I wasn’t there. I think it’s a SoCal tradition.
