Total internet bandwidth for India

AFAIK, the former state corporation VSNL still has a monopoly on sourcing connections to the outside and they own/maintain all the landing stations for the undersea cables that connect India to the outside. But I can’t get a clean authoritative answer on the total bandwidth over all the cables. How could I find that out?

You can probably make heads or tails of this info better than I can, but here’s some stuff I found Googling:

From a May 2007 PDF:

International Connectivity-650 Gbps/18.6Tbps (Designed)

And an April 2007 article:

the designed capacity of existing cables is 18.6 terabits per second (Tbps) while the lit capacity is 655 Gbps.

That stat is echoed in this June 2007 article as well.

Thanks for the cite(s). But I read someone claiming on another msgboard just a couple of hours ago that lit capacity had nearly doubled in 2008 to ~12 Gbps. I was hoping for an as-current-as-available official publication. But your cites do peg last year’s capacity. Thanks.
