The former EPA guy referred to “this plant”. What plant exactly? Where is it? What does it do? “Army core of engineers” lacks a certain specificity.

Regretably, I was unable to come up with a really really definitive answer within the limitations of my attention span. Seems to be sewer sludge, also lovingly known as “bio-solids”.
Is toxic sludge worse than sewer sludge? I mean, fuckin’ worse than plain old shit?
