To quibble with the basis of your point, Prime Minister Putin didn’t clearly murder or order the murder of anyone prior to him assuming the office of President of the Russian Federation when Yeltsin resigned unexpectedly on New Year’s Eve 1999. It was only after he acquired power that the abuses truly began.
