If you meant killed, yes it could of saved him from that, but so could a bad shot, or the wind.

Nothing strange about that at all. I was taking wedding photos today in the full sun, and in order to keep a low depth-of-field (f/2.8-f/4) at 100ISO I was at 1/2000-1/4000 sec. Nothing odd there. I tried all the picture agencies that I could think of, but none of them have that particular EXIF data embedded in their photos, unfortunately. But when I shot back in the day for Agence-France Presse, I’d typically shoot as wide open or nearly wide open as I could, especially with long lenses, to help isolate the subject against the background. It was pretty standard. Granted, there’s not much background there at that angle, but you could see the flag blurred out (and it looks like lens blur, not motion blur) and just force of habit would have kept me at no greater depth-of-field that is afforded by f/4.

Off topic, but relevant.

A .22 is a terrible choice for large game. Not nearly enough damage to ensure a fast and humane kill. If it is fatal, it was likely a slow and painful death from internal bleeding.

Assassinating a human with a .22 is equally difficult. You either need a short range head shot or a skilled heart shot. The instantly deadly target boxes are quite small.

It looks like the shooter didn’t have any identification on him so they are trying to get biometric confirmation. DNA was mentioned.

ETA: Sounds like they are trying to avoid anything like a Richard Jewell situation so good on them for that. Not even talking about what the gun used was.

Earlier the New York Times had a short article saying the shooter was a white male, but when I went back to look for the link, that piece had disappeared.

The blood is disturbing, yes. But nothing compared to whatever is happening to his waist! Was he anorexic?

Pretty sure it’s just his body twisted in a weird way. Which probably happens when you collapse after being shot in the head.
