Trump wants to give the Medal of Freedom to Devin Nunes.
It’ll be embarrassing for Nunes if he accepts a Medal of Freedom for his payoff and he ends up needing a pardon later on.
Well, he’s given out a number of Medals of Honor to military personnel.
For every one he gave out, he probably pocketed two for himself.
But it’s actually Congress who decides who gets those. He’s just the guy who presents it on behalf of Congress.
Embarrassing for whom? Neither Trump nor Nunes seem capable of being shamed by their actions.

The explanation is quite simple. As noted in the article linked to the OP, Barack Obama gave out the most of these of any President. Trump is simply taking his default action of “do the opposite of whatever Obama did”.
That’s incorrect. The President is the final step in the approval process and has to approve all awards of the Medal of Honor. (Cite with the entire process.) Congress created the Medal of Honor in legislation. It’s presented in the name of Congress but they don’t have a role in the approval process if the chain of command forwards the recommendation within two years.
It isn’t just the Presidential Medal of Freedom. No National Humanities Medals have been awarded since Obama’s term. No National Medals of Science have been awarded since Obama’s term. No National Medals of Technology and Innovation have been awarded since Obama’s term. Nor National Medals of Arts. That’s just off the top of my head; doubtless this caricature of a President is deficient in many of his other duties as well.
The sheer incompetence of this Administration boggles the mind. I’d repost some of the links to stories in respected sources, e.g. The Atlantic, documenting this but there’s no point: Most of us have already clicked; the rest wouldn’t click even if you promised them fifteen brand-new #MAGA hats.
Rick Perry had no clue what the DoE did 2 years ago, and still doesn’t. Ross and Mnuchin are near-billionaires hired to “drain the swamp” who have instead used their power criminally to further enrich themselves. Trump is a dotard with the attention span of a rodent.
Trump insiders may have considered the idea of giving these prestigious Medals to Sean Hannity, Kanye West, Rush Limbaugh and others of this ilk but the adult babysitters discouraged such ideas — even some Republicans would see such awards as farcical.
To give such medals to people who deserve them — the best artists, humanitarians, top scientists, real heroes — would invite disaster. Most intelligent Americans despise this buffoon; so he despises them. Even if the awardee accepted the Medal, Trump would find a way to embarrass himself.
Most of the top Americans are just hoping we can stumble through another 27 months without catastrophe. Awards can come later.
