Trying to join military with "track marks"

It’s a quotient, compared to the standard value for the test. Roughly means that only 33% of test takers will score better.
Personally, I think it’s a shit score.

Army side (an assumption since there’s also an Air National Guard and the OP doesn’t specify) the command has investigation power under AR 15-6 as well. That internal process can, and generally should, be used as a primary method if the chain of command perceives a problem requiring formal investigation. An IG investigation is just going to provide recommendations back to the chain of command anyway. It’s not something magical that waives command discretion. Additionally, assistance to the command is also one of the IG roles and they could be called for support of those internal processes when necessary.

Because it’s the Guard there’s some other controls as well. At least in the state where I had my two Company Commands, recruiters were mostly assigned to support a given unit. They could put recruits into any unit but their focus was the supported unit. That means the supported chain of command had an ongoing relationship with them and visibility on recruiter actions. It allowed concerns from the field to get pushed back up the chain and over to Recruiting Command.

As Company Commander I also controlled my units slots. New recruits didn’t just go into a big personnel pool like with active duty. They needed a specific paragraph and line number for a slot in a unit. I was also the first sign off on the request for waivers going into one of my slots. Combined those could be a check on marginal/sleazy recruiters. My first command was in a multi-unit armory and one of the recruiters (not my supporting recruiter thankfully) seemed to hang out at the county jail based on the number and type of waiver requests she generated. After the first beating I received over someone who got arrested for** yet another ** criminal charge before shipping, things changed if she was involved. I interviewed all her potential recruits in person during my normal drill weekend before signing off. Fool me once…

IIRC, that’s a Cat 3A in the old NAVCRUITMAN - Basically, the ‘acceptable’ half of Category 3; recruitable, but not going to get a fancy job. shrug Enginemen, Mechanics, Cooks, and Bosun’s Mates are needed too.
