Can anyone tell me

  1. What is the criteria for handing over and investigation to the Major Case Squad? and
  2. how come the 27th precinct investigates crimes which are all over town? (Battery Park one night and 110th street the next). Whereabouts is their actual turf?

Near as I can figure out, “Major Case” means that it’s being covered extensively by the Post and the department is under pressure to shut it down fast.
