IMHO it was a penalty, but I’m sure it never would’ve been called before VAR.
ETA: and that’s why: Kane was able to complete his shot unhindered by the Dutch defender before he got kicked in the shin. The replays made it clear that the ball was still in play when the foul happened, so it was a correct call. But in olden days without VAR, no ref ever called a penalty when a foul happened after a shot was finished.
Of course it was a penalty IMO.

I have faith the referee can assess things well using VAR. Things also happen away from the main play.

A tie in the knock out stage looks unlikely. Perhaps they mean penalty kicks? Don’t think it is the most probable outcome, frankly. But getting our rivals tired for sunday suits me.

Yeah, penalty kicks is technically a tie, the penalties are just to decide who moves forward.
Nobody cares about that though and everybody mentally assigns the match to the winner of the penalty shootout.

If the probabilities are calculated by the bookies the result is skewed towards the English: more English punters bet for England than Dutch punters bet for the Netherlands.
