Yup. Not sure what kind of distinction was being made, but a waterspout is just a tornado that forms over water. Or even a land tornado that moves over water.
Fortunately, something about the presence of the lake makes tornadoes over land relatively rare in Cleveland (though not unheard-of; they’re still common enough that we have tornado drills in schools).
