Babies of all ethnic groups are usually born with blue eyes. It takes a little time for the pigment to form (it’s the same for skin pigmentatation). See this:
As shijinn said, are you sure that applies to all babies? Most cites I’ve seen suggest otherwise. For example:

African-American, Latino, and Asian babies typically have more melanin and brown eyes at birth, and their eyes remain brown for life. Caucasian or part-Caucasian babies may have little melanin production at birth and dark blue or steel gray eyes.
Anyway, I guess you can argue whether “dark blueish-brown” would really be called being born with “blue eyes”.
