I just had one of my users come up to me and ask if there was a way to uninstall parts of Outlook he doesn’t use, such as the Journal, Notes and Tasks. I don’t know how, but I thought I might bring the question here and see if anyone knew the answer.
No. Some Outlook components can be uninstalled through the Add/Remove Programs applet, but not the ones you mentioned. The simplest solution would be to turn on the Outlook Bar (View|Outlook Bar), customize it with shortcuts to items that the user wants, then turn off the Folder List (also through the View menu).
