Webdings are just another form of wingding. The term “wingding” has a long history in typography, referring to characters that aren’t letters, numbers, or punctuation marks. They can be used for bullets, borders (putting three webdings on a line to separate two articles, for instance) and general design work. Webdings were probably names as “web wingdings.”
