Did it quack like a duck?
The crest on a Double-crested Cormorant is not at all prominent, and in any case is shaped nothing like the one described. Also, as has been said, cormorants can barely walk on land, and you would virtually never see one walking across a road.
It may have been an African Swallow.
Did it weight the same as a duck?
You can’t really go by the color because once I saw a jet black piegon. And every once in awhile you run across a werid colored robin around here too.
You’re lucky. Whenever I run across a robin, it becomes a pile of blood, mush, and feathers.
