Actually, I’m not sure that the current government has the political will to force a attempting-to-secede state to stay put.
That said, as any Heinlein fan knows…when the midwest secedes it will be called ‘The Chicago Imperium’.

Seriously, any attempt for the upper midwest to secede would almost by default end up dominated by Chicago. Transportation hubs, political power, economic power, media power.
