Well??? Did Bush tap into the US oil reserves or not!?!? He said he would after Katrina, and he siad he would after Rita. Well? What’s the Straight Dope on this?

An international agreement to sell (and not not give or loan, as I had mistakenly assued at first) oil from the reserves to compensate for the US lower refining capacity had been reached within days after Katrina. I somehow doubt that foreign countries would have taped in their own reserves had the USA itsel not done the same for something happening on its own territory.

I can’t make heads or tails out of what you’re trying to say here. I think you’re saying “Yes, Bush tapped into our nation’s reserves to sell oil to our oil companies at the highest price the market could bear to keep this nation strapped by high prices…” 
Maybe someone else could help explain why our nation can’t help itself?
