Supposing I was born in Puerto Rico (My heart’s devotion. . .) and moved to Mongolia. I become a legal resident there.

I want my birth certificate – I send my request properly to Puerto Rico, but they dont respond.

I then ask the Mongolian Embassy in the United States to get my birth certificate;

Can the Embassy of Mongolio request it to the Puerto Rican authorities? What are my options?
