Utility Repairs (pipes) in Roadway -

The local town is replacing/repairing sewer or water lines. While this is going on there is a temporary pipe in the street that has a smaller flexible pipe that goes into the street surface and underground. There is one of these every eight or ten feet or so and it goes on for blocks. What, exactly, is going on here? Why so many lines going into the street?

Are they doing Trenchless Pipe Replacement?

I realize that video shows a sewer line from a house to the street being replaced, but the same method is being used for municipal systems as well.
