Are the VA hospital employees considered Civil Service, union members, both?
There are some hired under civil service. I don’t know of any unions except possibly maintenance workers for regular staff. Medical staff has their own set of regulations. Executives are appointed. There are a lot of contractors also.
The employees could be both if they have organizes and voted to be union. But that would be hospital by hospital not as a total.
