If a combatant is wounded, yet still has access to his/her weapon and has not surrendered, I would say they are still a target. John Kerry’s highest decoration was from killing a wounded Viet Namese soldier. The reaction was a bit disturbing, but war is not pretty to anyone, not the least of whom are the victors.
