Some had said that the video was heavily edited, I said that if it wasn’t, it certainly seemed like a violation of the rules of engagement. As far as I know, you don’t execute wounded soldiers. But I could be wrong.

If a combatant is wounded, yet still has access to his/her weapon and has not surrendered, I would say they are still a target. John Kerry’s highest decoration was from killing a wounded Viet Namese soldier. The reaction was a bit disturbing, but war is not pretty to anyone, not the least of whom are the victors.
