They don’t allow walking or bicycling across the Confederation Bridge either, even though it’s only 40m above the waves, but it’s 12 km long, only two lanes, and is in an area known for high winds. Sometimes the bridge is closed to motor traffic as well because of the wind.

If you are just looking to walk across the highest road roadbed, try the Royal Gorge Bridge that includes a walkway. It is the highest roadway.
