I’m with the OP- Leguizamo was not in Air Force One, but he WAS in another movie about a hijacked plane: Executive Decision.
In that movie, Steven Seagal is supposed to be the head of a crack team of elite commandos. Amazingly, the movie kills off Seagal early, and his commandos take over.
