Was Peter Sellers in "Willy Wonka and the Chocolate Factory"?

Whilst watching “Willy Wonka and the Chocolate Factory” this evening, I noticed that the computer operator (who attempts to find the golden tickets with probability theory) has some very Strangelovian quirks and reminded me of Peter Sellers. Perhaps it was Sellers himself. I’ve tried to find out who exactly played the computer operator, but with no success. Does anyone here know?

IMDB says the Computer Operator’s name is Tim Brooke-Taylor.

On the commentary on the DVD, it was said that computer guy’s scene was the last one shot for the film. The guy, Tim Brooke-Taylor, kept flubbing his lines and had to use multiple takes.

The crew was getting frustrated because they already had their bags packed and were ready to go home.
