IMHO, a bite isn’t a bite unless it draws blood. Anything less than that is mere play or jaw-clamping.
That could end up as an infection, so it may not matter.
BIL, if he has little experience with dogs, may be mistaking a bite for some really sharp nails. I’ve had dogs with sharp nails clamp on my leg before very forcefully and it can be as painful as a bite.
