I think he’s going somewhere with a dress code, and trying to violate the spirit as much as possible, while obeying the letter.
I’d guess he’s a performer of some kind and this is the sort of thing he wears on stage. As to why he’s wearing it in other circumstances, maybe he’s ready to be mobbed by adoring fans when he gets off the plane wherever he goes, or maybe dressing “in character” occasionally helps advertise his offerings (like, if people ask him about his attire and he gets to explain, “I’m part of the Ontogeny of Clowns festival, we’re performing this Friday in LA, come see us if you’re there, and tell your friends…”
Or maybe he’s part of a psychology experiment designed to see how people react.
Also, his clothes don’t strike me as THAT bizarre. A bit exotic to be sure, but, to repurpose a phrase, exotic within normal parameters. (I live in Hawaii where we wear colorful clothes a lot, so that may be affecting my reaction.)
Yeah, that looks more like a regular look to me than something for a specific event. So I’d go with eccentric.
Years back when I was still in Cape Town I was rear ended (very minor collision) at a stop sign while on my way to a costume party. I think I was wearing an overly ridiculous 70s style suit or something. I have to wonder what the guy was thinking as we inspected for damage, and I felt somewhat awkward at the time.
That would have been my guess for your guy if I didn’t see the mustache, hair, etc. That seems more permanent.
