There is no way national federations are going to agree to carry 11 more players or sub out a Messi or Ronaldo for a lesser player.
They already carry 23, and would only really need 5 more. I think a 4th goalkeeper would be necessary. As for the subbing out, I think they’d agree since it would prevent injuries. I think the clubs would also agree since it protects their star players and gives their younger prospects experience.
