“Felon” means “one who has committed a felon.” I think you mean “former convict,” not “former felon” (except in the case of those who have proven their innocence after conviction, who per the OP would have their chips removed at government expense).
Anyway, your argument works best against the three-time losers who are chipped for life. So let me ask you: Are the 1 or 2 time offenders, who agree to be chipped in exchange for having their prison sentences halved and whose chips are removed when their time in prison would otherwise have been over, better off in prison without the chip, or in the world?
In the world, released in their old environs, the very first time in a situation where someone gets a little shovey and it is found out that they are incapable of shoving back…I just hope they have the chance to get that chip ripped out and get their cell back before it is too late.

What I am suggesting is word of that chip existing would be the equivalent of posting such a sign.
The funny part is, even if you could keep the list of participants completely secret, you create an entirely new problem-people fresh out of prison dropped back into their old neighborhoods that have to prove somehow that they aren’t one of the secret “chipped” to avoid getting harassed. Mere knowledge that this program exists will create the rumors that will destroy the lives.
And how many sisters, daughters or you mother reaped. Then they let him out After he said in court to the judge he would go after her again and they let him out and he did and she had to jump through a closed window to get away. As far as my sisters case is concerned, she is notified every time he comes up for parole, never made it out yet. And that is a good thing. I would prefer the sharks over what my Dad had planned for him if he got off … But there was no doubt about it. The judge & the system did not even apologize to my sister or notify her that he was out before his trial.
So, yeah, sharks are a real good penalty IMO. He got off easy being in prison.

I am sorry for what happened to your family, and for how your local law has mistreated the situation, but that still does not change my mind as to how people should be treated after they have served their time in prison.

Firstly, I disagree that date rape is not a violent act in-and-of-itself, but I see where you’re going with that. I’d love to see research to get that exception removed.

Also, does it only work re: human violence? What about harming animals?
Other than that, I’d say the stated legal framework doesn’t do it for me. Either everyone must be chipped, from a reasonable age (13 sounds good to me) or no-one must. I favour making the chipping mandatory for everyone, worldwide.
If it does work on violence against animals, humanity is eaten. There’s also the problem that society would collapse since criminals and the insane would become nearly unstoppable.
And there’s no way it could be imposed worldwide on everyone without massive violence; as a pacifist measure it’s only one in the “peace of the graveyard” sense.
There’s an interesting plot for a science fiction story. You could call it “Chippies.”
