What are "Character" charges in Amsterdam?

One of my wife’s employees gets a fax, at work, from a hotel in Amsterdam where a third party (some guy she may or may not have had lunch with but had spoken to a goodly number of times and was sort of friendly with) was wanting to charge to her credit card. The hotel was holding his luggage until the bill was paid.

So she took the fax to Ms Hook to get some help on what she should do.

It seems he owed the hotel some $1,300 (or maybe euros) for three nights lodging, some bar charges, meals, and character charges.

What would a **character charge ** be?

Now, this being Amsterdam my first thought was, blow jobs. The Little Hook suggested that he might be a jerk and the employees said, “That character’s an asshole, let’s add something to his bill.”

After listening to Ms Hook’s carefully reasoned comments the employee decided that giving him her credit card might not be the best idea. So she left resolved to hold fast.

But she’s not the sharpest crayon in the box so the Little Hook and I are eager for Ms Hook to get home tonight to find out more.
But, what might a **character charge ** be?

I’ve seen Internet access charged that way; you are charged so much for every so many kilobytes or whatever. Probably comes from the old telegram days when you were charged by the character.
