Can someone in the Gov Contracts world tell me what COM and SO stand for in the phrase “COM and SO award fees”? I think COM is “cost of money”, but what is SO??? The closest I can find (after Googling everywhere) could be “special order”? Does that make sense?
Hopefully someone can define for me!
