That’s pretty much the same as the “collusion” idae raised in this thread and elsewhere. It’s really looks like a non-starter, since David Stern and the Cavs and Raptors are not interested in pursuing it. The league will look into it but it sounds like it will be perfunctory.

Players are free to talk about what they would like to do, which Stern referred to as “fraternizing” and as something he can’t be expected to police. Fans of the jilted teams may be pissed but unless the players misrepresent themselves it’s unlikely anything is going to come of it. If it’s proved that Miami executives got involved in recruiting Bosh and James while they were under contract to their previous teams, that turns into tampering. And in hindsight this team-up should have been a more obvious possibility since the players agreed to become free agents at the same time.
