Sure. As has been pointed out, however, something can be legal and still wrong. Whatever. It’s just IMHO.
I won’t get into the morality of the situation. We already had a Pit thread in which people expressed their outrage at those who have the gall to legally park on a public street. But beyond that I agree with others, there probably is a law covering how long a vehicle can be parked on the street in one place. The length of time allowed will vary greatly from place to place. And it will most likely be a local ordinance and not a state law so you’ll have to check locally.

Where you live, don’t the meter or parking people use chalk marks to monitor how long cars are parked when there are local ordinances dictating how long cars can remain?
Unless you are watching his car 24/7, you don’t really know if he is moving it or not; and it doesn’t sound as if you even know if he is obligated to do so.
