No, Hitler would not have sounded like a native Cologne person. However, as a native German speaker, I can tell you that Hitle did talk very straight forward German, which was understandable in all parts of Germany at the time and still is very much easy to understand to every German.
A person in Hamburg can hardly understand the difference between an Austrian, Bavarian or a Badener, they all sound similar to them.
In a way, a US person can tell if someone’s from Texas or Boston etc.
