They already have. I had one of them during April and May and it worked out well for me, and I’m hoping to be tapped again for another one. They started accepting applications and hiring as far back as last December, but the project is ongoing through next year. If you’re looking for work I definitely would recommend trying the Census.

I have been doing hits on and off for 5 days and I have banked almost 8 bucks. I know it sounds like a teeny, tiny bit of money but the work is simple and I can do it here at the computer while I’m listening to my tunes! And it feels great every time I check and see my balance go up. I really need to learn how to do the audio transcripts…that’s where the big bucks are! But then I’d have to turn off the music!

I think the objection people have to the “networking” advice is that it’s become a particularly facile cliche–“no job? Network, you silly child!” It’s not that it’s bad advice, but it’s the sort of advice you often get from someone who isn’t actually in the situation. It’s like when you’ve been working on a really thorny problem for hours or days and someone comes up and suggests the first thing you tried in a perky, Mr. Fix-it voice. It’s not that their idea is a bad one–it’s one you tried yourself–it’s just that it’s vaguely annoying because 1) it suggests they think you are an idiot and 2) it really highlights how clueless they are, because your hours of frustration have granted you a wisdom beyond the common folk on this particular subject. People are especially sensitive to this sort of thing on things like unemployment, special-needs children, and health problems because those are the areas where people line up to give you advice.

this is totally illegal now. By law, if you are working, you must be on the clock and getting paid.
The idea is to prevent abuse of workers…imagine if your boss “suggested” to you that you come in on your day off and “volunteer” to show how good you are.
That is what interns are for.
Yes, the only time working for free is a viable option is a) volunteer/intern for a nonprofit or government agency b) internship for a company for course credit and c) some instances of family members working in a family business. I guess there might also be exceptions for extremely small businesses too small to be covered by the FLSA or additional state legislation, but those businesses are probably too small to be relevant. Maybe if you really want to help some hobby farmer muck out his stables on spec, it might be possible. In any other case, the business is required to pay minimum wage.
Still, the volunteer work option can be a viable networking or skill building opportunity. If you see a long stretch of unemployment coming, consider volunteering half-days or a couple of days per week in a setting that either gives you a chance to meet a lot of people or to learn a marketable skill. But approaching a for-profit business with this suggestion will not make a good impression.
