Audrey Hepburn wasn’t American - she was born Belgian and later became a British subject, IIRC - so she’d be a strange pick for such an honor. Same thing with Pam Anderson or Elisha Cuthbert, both Canadian; seems to me to be the All-American Girl, you at least have to be American. Preferably from Iowa or Nebraska or some other flat farmy place.
