I have seen it a few places around Winnipeg but have no idea who/what it represents.
It is a blue flag with a large white #8 turned on its side or the symbol for infinite (they still use that right?).

Seems to be a flag of the [url=“http://www.crwflags.com/fotw/flags/ca_metis.html”]Metis Nation, a colonial-era group of French-speaking settlers of mixed European and Native ancestry.
