I thought it’d be the flag for one of the million islands off England, but I couldn’t find it. Any ideas?
My first guess was pre-WWII Italy, but apparently it’s the Italian Naval Ensign.

I have to admit, that’s the first time I’ve ever had GIS pull pictures from youtube videos (and it found the one that was embedded in the website). They must have started indexing individual frames in them for some reason. I wonder if they’re going to start making the videos searchable somehow.
