You might want to look at the above linked article. One of the key findings was that (after the main shootout) a cop inappropriately shot at a pickup truck. Which held two state police.

Poor weapons discipline doesn’t just expose the public to danger, but other cops as well.
But, really a bigger point is that if cops can’t be expected to be in more dangerous situations than ordinary citizens, if they should see ordinary citizens’ lives as less valuable than cops lives, why should they be paid and venerated like they are?

New rport out on law enforcement response: Report Details Flawed Law Enforcement Response to Marathon Bombings

Testimony showed that officers found no weapons or explosives in the boat after Dzhokhar surrendered.

But the report said the hail of gunfire began after one officer fired “without appropriate authority in response to perceived movement in the boat.” And that, in turn, caused “many officers to fire at the boat in the belief that they were being shot at by the suspect.”

“Each of these incidents created dangerous crossfire situations.”
