What happened to my roses?

In the 15 years we’ve lived in our home, we’ve accumulated a number of rose bushes, many of which were big, beautiful, variegated ones in a variety of colors.
Last summer was difficult. The weather was unpredictable, and our lives just as much. Then winter was colder than in years past. We didn’t do the feeding, pruning and so forth we’d done before.
Now, the roses are in bloom, and they are shockingly different. All of them are tiny, red nothings.
Well, the old ones, that were here before we moved in, haven’t changed, but the pinks, yellows and even one white are tiny with just a few pedals per flower.
I know that hybrids can revert, but, ALL of them?!

Is there anything I can do to get any of them back, or do I have to increase my gardening budget from $0 to $$$$$$?

Give them the TLC they need. See what happens

Look carefully, and see if there are any shoots from the “variety” left. If so, prune away all the rootstock suckers, and nurse the remaining stems back to health. If all of the grafted stems are dead, then you are SOL.
