If he did and it was discovered, there’d be a lot of trouble. Trump would have to go. And if that happened, a lot of people would claim that the investigation itself was a fraud. Coup perpetrated by the democrats. I think we’d have a lot of riots at the minimum. War? Hard to say.

There are over 22000 voting precincts in California alone. You would need the collusion of 2-3 officials in each one.
3 million to 5 million illegal voters would average 134-223 voter per precinct and 2-4 buses for transport.
Consider that many precincts are in sparsely populated areas where that many strangers would stand out so you reduce the number there and move the extras to other precincts.
Also consider that many precincts are predominately Republican. Again with juggling voters to avoid a suspicious spike in numbers.
Who’s at the head of all this? Why would they concentrate so many illegal voters in a state safely won? The election could have been swung with far fewer in the correct states.
ETA; There have been voters found to be registered in more than one place: Members of Trump’s family and Administration.
I don’t know whether it was rigged or not, although I suspect that it wasn’t. What I do find annoying however is the way the media are reporting Trump’s intention to have the election investigated. Every news report I’ve seen uses adjectives like unfounded, groundless, baseless when talking of the allegations. They may well be but just how do we know that with certainty before any investigation? It’s bad and prejudiced reporting. Some journalists during the campaign even spoke openly of how for the first time they felt impelled not to report neutrally when it came to Trump. That is an astonishing thing for a journalist to say.
It’s also because it’s vanishingly rare. Something on the order of 31 confirmrd cases in a billion votes.

The concern isn’t for actual physical voters casting votes, it’s for manipulation of the digital votes after they were cast.

That would have to be done at the central collecting point. As I understand it, the machines are not networked at the precinct level.
Trump has decided that Gregg Phillips is the final word on election rigging. Phillips is a conspiracy theorist without an organization or a shred of evidence, so it’s no surprise that Trump thinks he’s legit.
