Tomorrow, it is conclusively proven that a partisan pollworker acting completely on his own stole several ballot boxes from heavily Democratic districts. When captured he has found to still have the ballot boxes in his posession, and the seals were still in place.
When opened and counted we find that their were 20,000 votes for Gore and 3,000 votes for Bush, giving Gore a clear victory.

Nos. 2 and 3 are easy. Too late. The Electoral College results were certified by Congress. Bush is President until 1/20/04.
No. 1, what should happen, is pretty much what should have been happening anyway and hasn’t. Bush should acknowledge that the people voted for a moderate policy course and should take it. It would be a nice public gesture for him to make a token offer of a very senior role for Gore in the Administration, but Gore wouldn’t take it and Bush would know that, so it doesn’t really matter.
Newer and Tougher voting laws are enacted. With more federal money allocated only to voting so that elections aren’t run as haphazardly.
Since Bush has already been certified President I don’t see anything else that should or could be done.

Tougher security and Bush maybe moving a little more towards the center in recognition that in this scenario he won through nefarious acts that were probably unknown to him.

Under the hypothetical posited, the people would have voted for boredom, pomposity, and no particular policy course at all (except that which, at any particular moment, would have gratified “President” Gore’s insatiable appetite for self-promotion.

Gore had very detailed policy positions on every issue. Bush, on the other hand, avoided actually getting into the details of any issue like the plague. “I don’t believe that global warming is happening, can we move on?” Duh.

Bush’s war and his performance in it is going to define how much support he gets for his domestic policy. It’s too late for proof of a Gore victory to have any further effect on Bush’s legitimacy.
9/11 was a huge gift to Bush in that respect, from here on out that issue defines his Presidency and ultimately his success or failure as a president.
On the other hand, it would strongly bolser Gore’s re-election campaign efforts (assuming there ever is one)

I’ve heard this a lot. I don’t think it is accurate.
The fact that the election was so close does not mean, therefore, that people wanted a middle-of-the-road president and policies. It means half of the voters wanted a conservative approach; half wanted a more liberal approach. And the vast majority of Americans didn’t care.
Moving to positions that neither group really supports is the mandate of the election? I disagree.
“The election was close. Therefore, you should take every position you ran on and change it to more closely reflect the views of your opponent.” I don’t think so. What you ran on got you elected.
