I’m not sure if you’re right or wrong, but I know (because I just read her book) that Karen Armstrong disagrees with you. In “A History of God”, she argues that the phrase is intended to be self-referential and meaningless…the same way that you could answer the question, “Where did he go” as “He went where he went.” Ultimately an answer like that means “Don’t ask me that question, I’m not going to tell you the answer”.
She says that later on, though, people interpreted the answer as a metaphysical one touching on the nature of God, as you’ve suggested.
