Even allowing for the toxic agency culture he comes from, I just don’t understand how a presumably intelligent professional could think this was a good idea.

You’d be shocked at how quick some guys will send pics of their junk. On various sites / apps, that’ll be the first thing some people will do, prefacing “Hello”, “How are you doing?”, etc.
… not that I’m speaking from personal experience…
Every time this topic … er… comes up… I wonder if the tactic ever works, and if so, how often. I mean, if I were to learn that women reliably respond, “Dear John, knowing that you are equipped with such a beautiful penis, it’s all the more important to me that we meet. How about the Boom Boom Room at Bannisters Wharf this Friday?” I’d be more forgiving of the approach.
Does that happen with anything approaching regularity?

Whenever I receive an unsolicited picture of someone’s junk, I send them pictures of VP Cheney, Richard Nixon, Nightwing, etc. 
Do women even care what a guy’s dick looks like? Isn’t it enough to know every guy has one?
Just because a picture is out there does not mean the guy was the first to send one. There are women who enjoy trading nude selfies. Even with people they have not met in person yet. Hypothetically.
Though there is a small subset of men that use a dick pic as a greeting.

Well, also nice to know whether it operates properly or not, too, but basically, no, I don’t care what man’s dick looks like. It’s not like I can see it while it’s being used in the normal manner.
Men care a lot more about how their penis looks than a woman does. I don’t even think they’re sexy. Now, a great looking pair of shoulders or a winning smile, THAT’s sexy. Dicks? To quote Kryten from Red Dwarf: “Last chicken in the shop look.”
I’m comfortable assuming that it works at least rarely, and for some guys, that makes it worth doing. We have an entire industry devoted to spam emails and Nigerian scams because of this same chance, and I would not be surprised that for guys in “the lifestyle,” they get a fairly steady rate of return on their investment.
I overheard a bartender asking her husband to send her a dick-pic yesterday afternoon (she also asked him to pick up some Chinese food, I’m not sure if it was related).
Guys don’t send dick pics to women because they think they’ll get laid that way. They send them because sending the pic gives them a thrill. Sending the dick pic is its own reward.
