I’ve generally heard it attributed to the Reverend Gary Davis, and that’s who Browne (at least co-)credits it to on Running On Empty. Browne added lyrics that namechecked a few people in his personal sphere, hence the amended writer credit.

But I will agree with the suggestion of Velvet Underground’s Heroin.
I will add that I feel the Happy Mondays (and by extension Sean and Bez) might be considered the most influential band in terms of drug culture, in the UK at least.
