What is the proper way to write to a legislative committee?

I’m thinking of writing a letter to the state’s joint transportation committee (with members from both the state Senate and state House).

I notice the committee has its own address, so I was wondering if it would be better to send one letter to that address, or to address each member separately. Is there a special format or mode of address to use when writing to a committee as opposed to an individual representative or senator?

When we do it we write the chairman at the legislative address and copy the members at their offices. That’s Florida, though, and there’s no rule staying we have to do it this way.

In my experience with committees, boards, and commissions, you generally address any correspondence to the chairperson.
