Well, it’s wiggly, but also “tearable”, maybe that’s it. If you pick up jello, it wiggles, but it will also tear and flop to the ground where your fingers meet air.
I live in Southwesten Ontario and I’ve never seen anything like this. You say there was lots of it? Was it all in the mud puddle? Deep in the puddle, or around the edges? Was it just in one puddle or in others around the area?
