What is this thing?

Sorry for the lousy title, I don’t even have a guess.
Here’s a picture.
The whole thing is probably 10 inches tall or so. When I got close enough to take the picture, I noctice that the green part is perforated. It kinda looks like a sieve.
The fence encloses Mitchell International Airport. I notcied another one first, way at the other side of the airport, and while I wondered what it was, I never really gave it much thought, then this one showed up. My first thought was that it was a wasp trap, but it would be pretty useless where it is. In the back of my mind, I kept wondering if it was something dangerous, but every person who drives down this very main road can see both of them, they arn’t hidden at all. The fact that they are GB Packer colors, I have to assume is unrelated to anything.
Oh, and I only stopped for a second to take the picture, but from what I could tell, it didn’t look like there was anything inside it.

That’s it! I guess I was close with my wasp trap guess.
I wonder what it’s there for. Both of them are in places that don’t have alot (or really any) people near by, and they’re both in pretty open areas. Strange.

Agencies monitor populations of pests. The traps are found all over, including in the middle of nowhere.

That was sort of my guess. I just wasn’t really sure.

There are similar boll weevil traps all over cotton fields.
