What is this weird IKEA multi-picture hook?

I was at IKEA this weekend and bought a box of “picture hanging stuff”. Various metal and plastic hooks and nails. I didn’t look too closely because it was cheap, which happens a lot at IKEA. Once I got home, I opened it up, and I can’t figure out one of the pieces.

It’s like a normal plastic picture hanger hook you nail into the wall, but instead of one hook, there are a bunch of hooks stacked vertically. 11 hooks in 4 inches. I can’t figure out what you would use this for.

WAG - You use it to adjust the height of a picture to match another without smacking hundreds of holes in the wall or attempting to change the string length.

So they are “Extra long picture hooks; makes it easy to hang several pictures at the same level.” si_blakely got it (I think).

And the ones with the embedded nails are apparently for concrete walls. I just though they were neat, and used them on my drywall walls. Oops.
