When looking at video files, I see reference to properties such as height, width, frames per second, and video sample size. Video sample size is measured in bits and is often 12 or 24 bits. Is it the number of bits per pixel (i.e. the color depth)?

Digitized analog video doesn’t really have pixels like those used in computer graphics. Depending on the video format, the sample size can refer to the sampling resolution of a number of things, such as luminance, chrominance, etc.
